Concerning the Litmus Test: If you answer Yes to the four questions you need to provide a detailed explanation supporting your Yes response that is directly related to the current draft of your proposal.

Concerning the Historical Alignment Tool (HAT), you only need to provide a detailed response to the first three rows:

Revised Plan

Both forms will provide you the opportunity to write in effect a rationale and justification for your proposal (Litmus Test), and make a snapshot evaluation of how you conceive and understand the past (original plan) and current (revised plan) draft of your proposal.
