1) Hong Kong has a new government, draft a memo for the incoming Secretary for Food and Health to the Chief Executive, outlining and explaining recommendations on Hong Kong’s ongoing health system reform, taking into account overseas experience and prevailing local conditions. Focus specifically on the financing and macro-organisation of health services in both the public and private sectors. Carefully justify why you would agree or disagree with relevant contents of the latest consultation document and of the latest Policy Address.

2) Draft a memo for the National Health and Family Planning Commission of the People’s Republic of China to the State Council, outlining and explaining recommendations on China’s ongoing health system reform, taking into account overseas experience and prevailing national conditions. Focus specifically on one or more aspects of the financing and/or macro-organisation of health services in both rural and/or urban areas. Carefully justify why you would agree or disagree with relevant contents of the latest Five-Year Plan.
