According to the textbook, the Founders combined elements from three basic forms of government and divided power in order to decrease government corruption.
Transparency International defines:
“Political corruption is a manipulation of policies, institutions and rules of procedure in the allocation of resources and financing by political decision makers, who abuse their position to sustain their power, status and wealth.”
Begin by comparing and contrasting governments from around the world.
1. Information for the United States is shared below. Choose two other countries for comparison.
2. Go to the CIA Factbook list of Government Types. In your discussion, list your chosen countries, their government type and the CIA’s definition of that government type.
3. Go to Transparency International and explore corruption information on each of your chosen countries. Specifically click on the “Data and Research” and look at the country’s “Control of Corruption” percentile.

Discuss the following questions:
- Do you think that a country’s form of government influences the level of corruption? If so what forms of government help protect against corruption?
- Is it better to have a complex system like that in the U.S. to prevent corruption or a simpler system? Does the complexity prevent corruption or can politicians hide corruption within a complex system?
- What other factors might affect the level of government corruption?
